Dragon cries (Voice or Tu "mind) are words of power in the dragon language used to reveal a powerful magical effect. In order to Shout, you must press the Z button (by default). A total of 20 Screams can be learned. As you progress through the main quest, you will learn 15 words from various Shouts (no dragon souls are required to unlock them). You will need 44 Dragon Souls to unlock all other available Words of Power. Some Words can only be learned in certain places when completing the main quest and completing quests for various factions (see the tables below), while most are open for learning at any time (the order does not matter). To facilitate the search for Word Walls, there are two ways to obtain information about their location:

1. It is worth shouting more often in cities, settlements, camps and dungeons, then expect a messenger with a "Letter from a friend" containing a hint about a place with another Word Wall. As one with dragon blood in your veins, you can use the powerful screaming power called Thu'um. These screams or cries are words of the ancient dragon language that have incredible magical power.

It is with their help that dragons breathe fire, and their fight is more like a verbal duel than a fierce fight. The shout consists of three words of power, each of which enhances the effect of the previous one. That is, a certain shout can be used with one word, but its power will be much less than a full shout of three words.

Words of power are written on special walls with dragon writing, which are scattered throughout Skyrim, one on each. To learn it, just walk up to this wall. It is difficult to miss it, because when the wall is close, the screen will begin to darken, some brutal men will begin to yell louder and louder, and the word itself will burn with magical fire.

After receiving the first word, the corresponding shout will be available to you, but you cannot use it immediately. Each word must be activated to be able to use it. This requires the souls of dragons, which, as you might guess, we get after the death of a dragon next to you.

As a Dragonborn, or Dovahkiin, you have the innate ability to absorb the souls of dragons you kill and speak their language. Soon after the start of the main quest, the gift of the Voice will open to you - the ability to direct life energy into that "mind, or Scream.

Each Shout consists of three Words of Power. How more words You know the cry, the more effective it is, but also the longer you have to restore the vocal cords before using the gift again. Please note, if you know a few words of Shout, then the longer you hold the button (for a computer, the Z key), the stronger your that "mind" will be.

You will learn the Words of Power both during the main quest and in your travels, finding the so-called Walls of Words. Get close enough to the Wall to learn the Word of Power. However, in order to take advantage of the new knowledge, you need to "unlock" the word by investing the soul of a slain dragon. TES V: Skyrim - Dragon Shout Guide

You get the first cry almost at the beginning of the story, by killing the dragon (the main quest, everyone who played Skyrim for more than an hour and a half faced it). So far, this shout is weak and not pumped, it will not help you (and will not make any weather at all), and to get the next shouts, you need to scratch the greybeards.
