By the decision of the general academic meeting of May 12, 2000, the Kaliningrad Regional Branch of the Academy of Military Historical Sciences was formed on the basis of the BVMI.
BVMI trains officers and petty officers for the Russian Navy and power structures at three faculties in three specialties of higher professional military education (qualification "naval engineer", "engineer"):
- Ship automated complexes and information and control systems,
- Means of communication with mobile objects,
- Radio engineering.
In addition, at one faculty in three specialties (8 specializations) they train specialists with a secondary vocational education (qualification "technician"):
- Electronic appliances and devices,
- Radio communication, broadcasting and television,
- Automatic control systems.
The term of study at all faculties of the institute is 5 years, at the faculty of the school of technicians - 2 years and 10 months. At the same time, due to the reduction in the needs of the Russian Navy for officers, associated with the transition of the Russian Armed Forces to a “new look”, the number of cadets of the Institute has decreased significantly. Baltic Naval Institute
In 1993 in connection with the transfer of the Black Sea Higher Naval School named after P.S. Nakhimov under the jurisdiction of Ukraine, a group of teachers and cadets headed bycaptains of the 1st rankI. I. Dubov and A. V. Kiper refused to continue her studies on the territory of Ukraine and was transferred to Kaliningrad, where on their basis the faculty of armament of surface ships was created, later transformed into the faculty of missile armament of surface ships.
November 6, 1997 the process of transforming the Kaliningrad Higher Naval School into the Baltic Naval Institute began, and October 31, 1998 according to the Decree of the Government of the Russian Federation No. 1009 of 08/29/1998, a solemn ritual of renaming the Kaliningrad VVMU into the Baltic Naval Institute took place. In 1999 for the first time in the navy of Russia, a school of technicians was formed at the institute, which trains specialists in secondary education programs vocational education with the qualification of a technician and military rank midshipman . It is conducted in the same specialties as in the main faculties. The positive experience of training lieutenants and midshipmen on the same base is today accepted in all naval institutes of the Russian Federation.
In the same year, the faculty of pre-university training was created and began to work. The faculty included: preparatory courses, special naval classes based on secondary schools and consulting and tutoring courses.
In 2002 in order to create a system for training scientific and pedagogical personnel, an adjuncture in five specialties was opened at the institute, and in 2003 The dissertation council for the defense of closed dissertations for the scientific degree of candidate of sciences was opened at the Institute. Requirements for candidates
In accordance with the Instruction on the conditions and procedure for admission to military educational institutions of higher professional education of the Ministry of Defense Russian Federation, approved by the order of the Minister of Defense of the Russian Federation of July 24, 2006 No. 280, the Order of the Ministry of Education and Science of the Russian Federation No. 396 of December 26, 2008. Citizens of the Russian Federation who have a state document on average (complete) general, secondary vocational education or a diploma of primary vocational education, if it contains a record of the citizen receiving secondary (complete) general education (hereinafter referred to as secondary education), from among:- citizens aged 16 to 22 who have not passed military service;
- citizens who have completed military service and conscripted military personnel until they reach the age of 24;
- military personnel undergoing military service under a contract (except for officers), until they reach the age of 24 (for training in higher professional education programs);
- servicemen undergoing military service under a contract (who do not have officer ranks), until they reach the age of 30 (for training in secondary vocational education programs).
Candidates are accepted for the first year on a competitive basis.
Admission conditions
Preliminary selection of candidates from among military personnel
Military personnel who wish to enroll in the institute, before April 1 of the year of admission, submit a report addressed to the commander of the military unit, which indicates: military rank, last name, first name, patronymic, position held, date of birth, education, specialty and (or) specialization in which they wish to learn.Attached to the report are:
- a copy of the document (certificate, certificate, certificate, diploma) of secondary education;
- three certified photographs (without headgear, size 4.5 x 6 cm);
- autobiography;
- characteristic;
- service card;
- medical examination card;
- professional psychological selection card, which is drawn up in accordance with the Guidelines for professional psychological selection in the Armed Forces.
Documents of candidates from among the military personnel serving under the contract are sent by the commanders of military units to the headquarters of the formations until April 15 of the year of admission to the university. Servicemen who have passed the preliminary selection for admission to study at military educational institutions are sent by the unit commander by June 1 to the institute for professional selection. Servicemen who have not passed the preliminary selection for admission to study at the institute are sent by the unit commander to the place of military service, indicating the reasons for the refusal.
Since June 1, the institute has been conducting 25-day training camps with candidates from among the military personnel to prepare for entrance examinations.
Preliminary selection of candidates from among citizens who have completed and have not completed military service
Persons from among citizens who have completed and have not completed military service, who have expressed a desire to enter the institute, submit applications to the military commissariat of the district at the place of residence until April 20 of the year of admission. The application shall indicate: surname, name, patronymic, date of birth, residential address of the candidate, name of the institute, specialty and specialization in which he wishes to study. Attached to the application:- copy of birth certificate,
- a copy of the document proving identity and citizenship,
- autobiography,
- characteristics from the place of work or study,
- a certified copy of a document on secondary education (students submit a certificate of current academic performance, persons who have completed the first and subsequent courses of educational institutions of higher professional education submit an academic certificate),
- three certified photographs (without headgear, size 4.5 x 6 cm),
- a certified copy of a document confirming the Russian citizenship of the candidate (passport; for those living outside the Russian Federation - a foreign passport of a citizen of the Russian Federation),
- certified copies of documents confirming the rights of candidates in accordance with the current legislation for enrollment out of competition, their exemption from testing knowledge in general subjects or preferential enrollment rights.
Passport, military ID or certificate of a citizen subject to conscription for military service, an original document (certificate or diploma with an extract) of secondary education, as well as original documents giving the right to enter universities on preferential terms established by the legislation of the Russian Federation, and for military personnel who have completed the first and subsequent courses of educational institutions of higher professional education with state accreditation, in addition, an academic certificate, are presented by a candidate to the selection committee of a military educational institution upon arrival, but no later than one day before the meeting of the selection committee on the issue of making a decision on enrollment citizen to study at a university. In the absence of original documents, candidates are seconded back.
Preliminary selection of candidates from among citizens who have not completed military service is carried out by the draft commissions of the military commissariats of the districts, and candidates from among the citizens who have completed military service - by the military commissars of the districts until May 15 of the year of admission to study and includes determining their compliance with the requirements established in section I of these Rules, and suitability for studying at the institute based on the results of a medical examination and professional psychological selection.
Academic files, medical examination cards and cards of professional psychological selection of these candidates are sent by the military commissars of the districts to the institute until May 20 of the year of admission.
The admission committee of the institute, based on the consideration of the received documents of candidates, makes a decision on their admission to professional selection. The decision is drawn up in a protocol and communicated to candidates through the relevant military commissariats, Suvorov (Nakhimov) military schools or military units stationed outside the Russian Federation, before June 20 of the year of admission to study, indicating the time and place of entrance examinations or reasons for refusal.
Candidates receive a notice of their admission to competitive examinations through the military commissariats and, on the basis of this notice, receive travel documents for the right to travel free of charge to St. Petersburg. Candidates are sent on a business trip with the arrival at the institute in the period from 01 to 07 July.
The procedure for the professional selection of candidates for enrollment in the institute as cadets
The professional selection of candidates for admission to study at the institute is carried out from July 01 to July 30 and includes:1) determining the suitability of candidates for admission to a university for health reasons: Upon arrival at the institute, the candidate undergoes a final medical examination by the military medical commission of the institute in accordance with the Regulations on the military medical examination. In the personal file of a candidate entering the institute, there should be: an electrocardiogram at rest and during physical exertion, fluorography of the chest organs, images of the paranasal sinuses, blood tests, urine tests, blood tests for RV and HIV infection, information about vaccinations for the period of study at school, for military personnel - for the period of military service.
According to the results of the medical examination, the candidate must be fit for military service in the Navy (category A). In some cases, with the permission of the Commander-in-Chief of the Navy, candidates who are fit for military service in the Navy with minor restrictions (category B) may be admitted to the competitive selection.

Socio-psychological study provides for an assessment of the conditions for the upbringing and development of the individual, his military-professional orientation, organizational abilities, features of communication and behavior in a team, educational and professional readiness. Psychological and psychophysiological examination (testing) allows you to evaluate cognitive mental processes (sensation, perception, memory, thinking), attention, psychological characteristics of a person (abilities, character, temperament), psychological characteristics of a person (abilities, character, temperament), properties nervous system(strength, mobility, lability, balance, dynamism), psychomotor and neuropsychic stability.
Based on the results of professional psychological selection, one of the following conclusions is made on the professional suitability of citizens and military personnel for training (education) in military registration specialties and military service in specific military positions:
- recommended in the first place - first category
- recommended - second category
- conditionally recommended third category
- Not recommended - fourth category
Candidates who, as a result of professional psychological selection, received the conclusion "not recommended" are not admitted to the Institute.
B) assessment of the level of general education of candidates as a result of a single state exam(USE) in subjects:
- Russian language;
- mathematics;
- physics.
- Russian language;
- mathematics.
Wherein certificates of the results of the Unified State Examination in the Russian language and mathematics are mandatory.
If the original or a copy of the certificate of USE results cannot be submitted at the time of application for admission due to objective reasons, the applicant in the application indicates information about passing the USE and its results (or the place where the USE was taken during the additional dates for the USE), as well as the reason for the absence certificates of the results of the exam.
The Admissions Committee provides applicants who personally applied for admission and do not have the results of the Unified State Examination, information on the place of registration for passing the Unified State Examination in the additional terms of the Unified State Examination in the subject of the Russian Federation at the location of the university.
Applicants who do not have USE results must register for the USE by July 5 in accordance with the Procedure for Conducting the Unified State Exam, approved by the Ministry of Education and Science of the Russian Federation.

Life and accommodation
All candidates who arrived at the institute for the period of professional selection are provided with a free barracks-type hostel and meals.Female candidates live in a separate comfortable barracks-type hostel.
